Recognised duty holders within the employers' organisation must consider the specific conditions of their working environment and undertake the first aid needs assessment.
The HSE requires organisations to identify what first aid provision is required so that immediate help is available if someone becomes injured or unwell at work.
Regulations are not specific about who must conduct it, but it would be advisable that the person is familiar with the regulations and the nature of the work, environment and individuals their assessment will cover. In many environments more than one person may need to contribute, although one person is usually the responsible duty holder
